When Richmond was selected as a site for the California Endowment’s Building Healthy Communities initiative in 2009, a Healthy Richmond community plan was formed in collaboration with residents, healthcare stakeholders, and community organizations. With a focus on achieving health equity, the Access to Quality Healthcare (AQH) action team was formed with Community Clinic Consortium Executive Director Alvaro Fuentes as a co-chair along with Assistant to the Health Services Director Wanda Session from Contra Costa Health Services.

The work of this action team along with their community partners resulted in the CARES program, which provides free primary care services to enrolled low-income undocumented adults at FQHCs in Contra Costa County. Advocacy for this program and related health access issues continues through a group called One Contra Costa.
